Stephanie Barna was appointed in the Senior Executive Service in June 2007 as the Deputy General Counsel (Operations and Personnel) in the Office of the Army General Counsel. Ms. Barna manages a diverse legal portfolio, leading a staff of senior attorneys working in specialized areas of law, to include: military operations and personnel, civilian personnel and labor law, international law, criminal law, litigation, intelligence law, information law, administrative law; and the organization and functions of the Department of the Army as an Executive Branch agency. Ms. Barna provides expert legal advice to the Secretary of the Army, the General Counsel of the Army, and other senior departmental officials in the formulation, interpretation, and implementation of Army policies, procedures, and programs in the operations and personnel arena. On behalf of the General Counsel, Ms. Barna exercises primary oversight of sensitive criminal, intelligence, administrative, and senior official investigations; acts for the Secretary of the Army on appeals from denials of information requested pursuant to the Freedom of Information and Privacy Acts; and provides legal oversight of the District of Columbia National Guard.
